NSW FoI Act: Information for Open Government or Vote Winning Tool?

The author attempts to ascertain the extent to which the political environment in NSW at the time of the introduction of the FOI Act (NSW) played a role in the introduction of the Act. The paper examines the recent 1992/1993 amendments and suggests that through the determination of their effectiveness (in achieving the aforementioned aims of the Act) the true objectives of the NSW government may be more easily evaluated. Some improvements for the Act are suggested and the future of the Act assessed.
