Working the System

As the title implies, this article examines a variety of tactics and maneuvers that FoI applicants can use to maximise their chances of obtaining access to relevant documents. The underlying theme is to address imbalances in knowledge between FoI administrators, who work with the system continuously, and FoI applicants who use it. Zifcak suggests a 'do's and don't' approach for applicants, which enables them to access FoI information in the most effective way. These methods include common sense tactics, such as negotiating with the person handling the request and not allowing agencies to deter individuals, to more latent methods, for example, asking the FoI Policy Unit or Ombudsman for advice.
